i can open first web based application after that open open tool qtp is not recognised like browser, it is recognised like windows based objects , Why?

Can you please clarify your problem in detail.
(Open / Save) are dialog boxes. They will be recognised as dialog(Windows) objects only.

Ok got your problem.
Check if both WEB and ActiveX Addin's are enabled in QTP. This usually happens if QTP does not recognise the Object. The Object maybe built on either Java or .NET.
Also check for Browser compatibility with QTP. E.g. QTP 9.0 does not support IE 7 or higher. You can find the details in the QTP help files.
This should solve your problem.
